What Are Permitted Development Rights?
Permitted development rights allow certain home improvements — including solar panel installation — to go ahead without formal planning permission, as long as basic size and placement conditions are met.
These rights apply across England, Scotland, and Wales, and cover both roof-mounted and wall-mounted solar panels on most residential properties. This means you can go from quote to installation in a matter of weeks — with no red tape from your local council.
No Council Application
Most homes don't need to submit a planning application, saving you time, money, and stress.
Faster Installation
Without planning delays, the entire process from consultation to commission typically takes just 6–8 weeks.
Installers Handle Notifications
Any required DNO (electricity network) notifications are managed by your certified installer.
Most UK Homes Qualify
Detached, semi-detached, terraced, and bungalow properties in England, Scotland, and Wales are generally covered.
When Might You Need Planning Permission?
While most UK homes fall under permitted development, there are some exceptions to be aware of.
- Your home is a listed building or located in a conservation area, national park, or World Heritage Site
- You're installing ground-mounted panels (particularly large arrays)
- Panels would extend more than 200mm from the roof surface
- The installation would exceed the highest point of the roof (excluding chimneys)
- You live in Northern Ireland, where planning permission is generally required for all domestic solar installations
- Your roof is flat and requires additional height or framing beyond standard limits
Permitted Development: Quick Rules
Roof-Mounted Panels
Permitted on most homes as long as panels don't protrude more than 200mm above the roofline when installed.
Wall-Mounted Panels
Permitted on most residential walls that don't face a highway, and provided the panel doesn't exceed 200mm projection.
Listed Buildings
Planning permission is required for all external changes to listed buildings, including solar panel installation.
Conservation Areas
Panels on roofs that front a public highway in a conservation area require planning permission.
Northern Ireland
Planning permission is generally required for all domestic solar panel installations. Check with your local council.
